Can You Rent a Car at 18 or 19 in California? The Age Rules at 18, 21 and 25, Explained
California sets no minimum age to rent a car; the company does. Most counters start at 21, some at 20, and nearly all of them add a fee under 25. Here, the standard minimum is 21. At 18, 19 or 20 a booking is considered on approval with two conditions that do not bend: your own full-coverage policy that extends to a rental car, and a larger refundable deposit. Under 25 a young-driver fee applies per day, higher on the exotics; from 25 it falls away. Nothing about age is decided at the kerb — it is settled when you enquire.

What California law actually says: nothing about age
The statute that governs rental companies in California is Civil Code §1936: it regulates damage waivers, what has to be disclosed and who counts as an authorised driver, and it does not set a minimum age. The floor is the company’s. That is the position in almost every state, which is why the Federal Trade Commission’s own guide to renting a car puts it bluntly: the minimum age to rent a car is 25, but most major companies allow younger people to drive a rental for a fee. Read that as “25 is where the surcharges stop”, not as a legal line.
Where 18 is the law: New York and Michigan
Two states take the decision away from the counter. New York’s General Business Law §391-g forbids a rental company from refusing a licensed driver aged eighteen or over solely on the basis of age; it may pass on the actual extra cost of insuring that driver, which is the surcharge you see. Michigan reaches the same place through its civil-rights act, MCL 37.2302, which lists age among the grounds a business open to the public may not use to deny its goods and services, and rental counters there take drivers from eighteen. Everywhere else, including California, the company writes its own rule and the young driver pays for it.
Why the counter decides: the Graves Amendment and the insurer
A federal law from 2005, the Graves Amendment at 49 U.S.C. §30106, says a rental company is not liable for a renter’s driving merely because it owns the car. That sounds like it should make young drivers easier to rent to. It does the opposite: with the vicarious-liability question settled, what is left is the plain underwriting fact that drivers under 25 crash more often, and every company’s insurer prices that in. The minimum age, the young-driver fee and the “bring your own policy” condition are all the same sentence written three ways: somebody has to carry the risk of the first years of driving, and below a certain age the rental company would rather it were your insurer than theirs.
The rules here at 18, 21 and 25
Twenty-one is the standard minimum, with a licence held at least two years, a major credit card in the primary driver’s name for the refundable hold, and cover for the car: your own qualifying full-coverage policy or our Protection plan. At 18, 19 or 20 a booking is considered on approval, not promised, and only with your own full-coverage insurance that extends to a rental car — the Protection plan is not offered below 21 — together with a larger refundable deposit. Under 25, a young-driver fee is added per day, the higher of the two we charge on the exotic and flagship tier; the exact figures are in the FAQ and on every car’s page in the terms block. From 25 the fee stops and nothing about age appears on the quote. International guests rent on a passport and a home-country licence, with no International Driving Permit needed, on the same ages.
What “your own full-coverage policy” means
A policy on a car you or your family own, with collision and comprehensive cover, that extends to a vehicle you rent — the declarations page says so, or your agent will in one email. It has to cover the replacement value of the car you book, which is the sentence that separates an everyday car from an exotic: a policy written around a hatchback rarely follows you into a $2,000-deposit supercar. Exotic car rental insurance: your policy or ours sets out how the check works and what is verified before the keys move. For a driver under 21 this is not one option of two; it is the only route.
Which cars a driver under 25 usually starts with
The everyday tier is where most young drivers begin, because the young-driver fee is the lower of the two there and the deposit band is the smallest: the BMW X1 from $102 a day, the Volkswagen Tiguan, the Mercedes CLA 250, the cars on the everyday luxury page. The exotics are not closed to an under-25 driver — the higher fee and the top deposit band apply, and the car goes out on the same approval as any other booking. If the age floor or the cover is the thing in the way, the same car goes out with a driver instead; a chauffeured booking asks neither of you.

The car is on its own day rate against a refundable deposit that is held rather than charged; the Protection plan is priced per day off the deposit band, and your own qualifying policy works instead from 21.
